Elouise "Ms. El" Sparks

Elouise “Ms. El” Sparks is the Founder and Director of the Miss Juneteenth Scholarship
Program. She launched the program with a vision to promote higher education, foster self-
awareness and personal growth, and build self-esteem among African American girls as they
pursue their academic goals. A devoted mother, proud grandmother, and great-grandmother,
Ms. El is also married to her loving husband, Wayne Sparks. She brings a strong sense of family, tradition, and purpose to all aspects of her life. A passionate traveler and lifelong gospel music lover, she finds joy in directing choirs and uplifting others through the power of song.


Professionally, Ms. El serves as a Senior Administrative Coordinator at Pacific Northwest
National Laboratory, where she has worked for 17 years. With an unwavering heart for service
and a steadfast commitment to empowering young women, she continues to be a pillar of
strength and inspiration in her community.

LaQuita Thornton

La’Quita Thornton serves as Secretary and Chaperone for the Miss Juneteenth Scholarship
Program, where she is committed to mentoring young women and celebrating African
American heritage through education and leadership. LaQuita is a seasoned Inside Sales
Representative at Kaiser Aluminum, with over 27 years of experience in customer relations and sales excellence. A proud titleholder of 1978 Miss Black Jr. Miss Pageant, La’Quita has a lifelong passion for uplifting others and making a positive impact in her community. She is happily married to Zavier Thornton, and they have one daughter and several cherished Godchildren. In her free time, she enjoys singing in church choir, shopping, traveling, and spending quality time with family and friends.

Felicia Green

Felicia Green proudly serves as the Treasurer of the Miss Juneteenth Scholarship Program. By day, she is a seasoned professional Executive Personal Insurance Account Manager with HUB International Northwest, where she has built a successful 28-year career proving exceptional client service and expertise. Felicia is happily married to Rodney Green, and together they share a beautiful family of four children and six grandchildren. Outside of her professional and volunteer commitments, she enjoys spending time with her family, shopping, reading, and traveling.

NaQuanna Kukundakwe

NaQuanna Kukundakwe serves as the Social Media Manager for the Miss Juneteenth
Scholarship Program. She finds deep fulfillment in mentoring young women from their
sophomore through senior years, helping them earn scholarship opportunities and build
confidence for their futures. NaQuanna is a dedicated Dialysis Technician with a passion for
patient care and making a positive impact in the healthcare field. Though early in her
professional journey, she has quickly embraced the challenges and rewards of her role, bringing enthusiasm and compassion to every patient interaction. She is a proud wife, mother of two, and bonus mom to three daughters. NaQuanna also cherishes her role as a grandmother and truly values time spent with family and friends.
